As previously reported, President Ilham Aliyev appointed executive heads to two districts and one city the previous day.
Under the orders signed by the head of state, Natiq Oruj oghlu Aliyev was appointed head of the Garadagh District Executive Authority of Baku, Mammadia Suleyman oghlu Mammadov was appointed head of the Naftalan City Executive Authority, and Hacibaba Adil oghlu Babayev was appointed head of the Gadabay District Executive Authority.
“Operative Information Center-OMM” reports that following the new appointments, the number of districts in Azerbaijan without executive heads has fallen to four. Two of them are located in the Nakhchivan Autonomous Republic.
Positions vacant in Babek and Sadarak
The positions of executive heads in the Babek and Sadarak districts of the Nakhchivan Autonomous Republic are currently vacant.
The last head of the Babek District Executive Authority was Ovni Mehbalı oghlu Muradov. He was dismissed from his post by an order signed by President Ilham Aliyev on Sept. 24. Under another order, Ovni Muradov was appointed education minister of the Nakhchivan Autonomous Republic.
The last head of the Sadarak District Executive Authority was Naim Etibar oghlu Jahidzade. He had held the position since 2024.
Naim Jahidzade was dismissed by a presidential order on Aug. 4, 2026, and was appointed head of the Julfa District Executive Authority under another order issued on the same day.
Yardimli also left without an executive head
Yardimli is also among the districts without an executive head.
Ayaz Asgarov, who had led the district since 2016, was dismissed by an order signed by President Ilham Aliyev on Sept. 15.
Before that, law enforcement agencies conducted an operation at the Yardimli District Executive Authority. As a result, Elchin Adil oghlu Mirzayev, deputy head of the Department for Analysis and Forecasting of Socioeconomic Development, and chief adviser Yashar Hasanaga oghlu Eyvazov were detained.
No new appointment has yet been made to the position of head of the Yardimli District Executive Authority.
Aghdara also has no executive head
Aghdara is also among the districts without an executive head.
President Ilham Aliyev signed an order establishing Aghdara district on Dec. 27, 2023. Since the district was created as an administrative territorial unit, no head has yet been appointed to its executive authority.
Thus, the positions of executive head in Azerbaijan’s Babek, Sadarak, Yardimli and Aghdara districts are currently vacant. (Qaynarinfo)
