Transport infrastructure in Shusha has been fully established, with significant progress made on major transit routes and urban connectivity. As part of the ongoing reconstruction efforts, seven automobile tunnels with a total length of 12.7 km have been constructed along the Ahmadbayli–Fuzuli–Shusha highway. Additionally, road construction and the installation of underground utility lines and communication networks have been completed from Garabagh Street toward the Chukur neighborhood.
According to Operative Information Center-OMM, these remarks were made by Aydin Karimov, the Special Representative of the President in Shusha district, during an event titled "Post-Conflict Urban Planning: Restoring Destroyed Identity and Rebuilding an Integrated Future." The session was held at the Azerbaijan pavilion within the framework of the 13th Session of the United Nations World Urban Forum (WUF13).
Karimov noted that the construction of the Aghdam–Asgaran–Khojaly–Khankendi highway has significantly reduced the travel distance to the city of Shusha. Furthermore, he announced that a new cable car project is currently being developed to link Shusha and Khankendi, enhancing the region's tourism and transport potential. These projects are part of the Great Return program, a comprehensive state initiative aimed at the sustainable settlement and economic integration of Azerbaijan's liberated territories in the Garabagh region.
