The list of general education institutions under the Baku City Education Department where priority rules will be applied during the first-grade admission process has been announced.

According to information provided by the Operative Information Center-OMM from the Baku City Education Department, student admission to schools will be conducted both freely and based on priority rights. For schools with free admission, parents will be able to select the school and teacher directly through their personal online accounts. For schools where priority is applied, parents must meet specific criteria, such as the parent or child being registered in the school's designated area (dislocation), having a sibling currently enrolled at the school, or having a parent employed at the institution.

Parents eligible for priority rights can submit their requests within specific timeframes: from May 6 to June 4, 2026, for the Azerbaijani section, and from June 17 to July 16, 2026, for sections taught in other languages. The application of priorities is intended to facilitate the school selection process for parents living in densely populated areas of the capital. Once the priority period concludes, any remaining vacancies in these schools will be opened for free admission, with the exception of lyceums that require competitive entrance exams or those with instruction in other languages.

In Azerbaijan, the digitalization of the school admission process has been a key component of educational reforms aimed at ensuring transparency and accessibility. By utilizing the online portal for first-grade registration, the Ministry of Science and Education seeks to eliminate bureaucratic hurdles and provide equal opportunities for all children entering the national school system. This centralized system allows for better management of student distribution across Baku's extensive network of educational facilities.
