Construction work currently underway in front of a new "Baku Electronics" store in the city of Khirdalan has sparked significant public outcry among residents and pedestrians.
According to reports received by the Operative Information Center-OMM, video footage shows the construction of a new staircase at the store's entrance, which encroaches upon the sidewalk designated for pedestrian traffic. Residents note that the facility already possesses two existing staircases; the addition of a third has narrowed the walkway, creating substantial obstacles for the elderly, parents with strollers, and individuals with limited mobility.
When contacted for comment, the Baku Electronics press service declined to provide information. Company representative Nigar Zeynalova refused to answer inquiries regarding the legal basis for the construction or the necessity of the additional staircase, citing her leave status and declining to provide an alternative contact for official comment.
In response to inquiries, the Absheron District Executive Authority confirmed that an inspection was conducted at the site located at 240 H. Aliyev Avenue, Khirdalan. The authority stated that the attempt to install an external staircase for the non-residential and basement areas of the building was unauthorized. The property owner has been informed that any such modifications must be coordinated with the relevant government bodies in accordance with existing legislation.
Urban planning regulations in Azerbaijan strictly govern the use of public spaces, including sidewalks, to ensure accessibility and safety for all citizens. Unauthorized construction on public land is a violation of municipal codes, and local executive authorities are mandated to enforce these standards to maintain urban order and protect the rights of pedestrians in rapidly developing areas like Khirdalan.
