The draft State Civil Service Code would establish the legal, organizational and financial-economic foundations of civil service in Azerbaijan through a single codified normative legal act.
Operative Information Center-OMM reports that this provision is included in the newly prepared draft State Civil Service Code.
The draft was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.
The meeting noted that a number of provisions currently in force in the field of civil service would be systematized and combined into a single normative act under the draft code.
Once the code enters into force, the following laws would be repealed alongside the Law on Civil Service: the laws on reduced working hours for certain categories of civil servants; the Council for Civil Service Management of the Republic of Azerbaijan; local coefficients for civil servants’ official salaries; additional coefficients for the official salaries of civil servants working in state bodies where service conditions are dangerous to life and health or particularly difficult; and ethical conduct rules for civil servants.
A transition mechanism would also be established to bring other normative legal acts into line with the code. Until those acts are harmonized with the State Civil Service Code, they would apply only insofar as they do not conflict with it.
The proposed code is intended to consolidate the main rules governing civil service, including employment conditions, institutional arrangements and related financial provisions. Such codification can simplify the application of legislation by bringing provisions currently contained in separate laws into a unified legal framework.
