Rules governing the rotation of civil servants — their transfer to another position — are set to change in Azerbaijan.
Operative Information Center-OMM reports that the changes are included in the draft State Civil Service Code currently being prepared.
The draft was discussed at a meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building today.
Under the document, civil servants holding administrative positions in category 1–5 state bodies will be subject to rotation.
Rotation is intended to ensure the effective use and development of the human resources potential of state bodies, improve the professional skills of civil servants, strengthen transparency and step up the fight against corruption.
Civil servants who have served in the relevant administrative position for less than five years will not be rotated. A civil servant may not be rotated more than three times.
The rules for rotating civil servants holding administrative positions in category 1–5 state bodies will be determined by the body or institution designated by the relevant executive authority.
The draft State Civil Service Code is designed to consolidate and update the legal framework governing civil service in Azerbaijan, including personnel management and professional standards.
