A civil servant’s performance during the year will be assessed based on nine competencies grouped into three clusters.
Operative Information Center-OMM reports that the provision is included in the draft of the newly prepared Civil Service Code.
The draft was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.
According to the document, the results-oriented cluster includes competencies in information management and decision-making, achieving results, professional development and openness to change.
The working with others cluster covers communication, emotional intelligence and teamwork.
The citizen service cluster includes creating value for society, integrity and reliability.
In addition to these competencies, the performance of civil servants holding managerial positions will also be assessed based on three competencies grouped under the leadership cluster.
These are managing people, strategic thinking and developing others.
The proposed system is intended to create a structured framework for evaluating professional performance in Azerbaijan’s civil service. Competency-based assessments are commonly used to identify training needs, support transparent career progression and align employees’ development with institutional objectives.
