Azerbaijan proposes new rules for evaluating civil servants

New methods for evaluating the performance of civil servants are being established.

Operative Information Center-OMM reports that the provisions are included in a newly prepared draft Civil Service Code.

The draft was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.

Under the document, a civil servant’s performance will be evaluated by their immediate supervisor. An immediate supervisor who has held a management position for less than three months during the evaluation period, as well as persons assigned to perform the supervisor’s duties, will not be permitted to evaluate the civil servant’s performance.

The draft states that the completion of each task at the required level will be rated as “excellent,” “good,” “satisfactory” or “unsatisfactory,” respectively. The ratings given when evaluating a civil servant’s performance must be justified. As of the evaluation date, the number of civil servants holding administrative positions whose performance is rated “excellent” or “good” may not exceed 10 percent, for each rating, of the total number of civil servants in administrative positions evaluated by the relevant state body.

In addition, a civil servant’s performance in each competency will be assessed according to the following categories: “always demonstrated,” “frequently demonstrated,” “rarely demonstrated” and “never demonstrated.”

Performance evaluation systems are generally intended to link public-sector work with clearly defined duties, measurable outcomes and professional competencies. The draft code’s provisions will take effect if approved through the legislative process.
