A person who has studied abroad under a state program approved by the relevant body designated by the competent executive authority as part of the program for the education of Azerbaijani youth may be appointed to a civil service position once without taking part in a competitive selection process.
Operative Information Center-OMM reports that the provision is included in the draft Civil Service Code currently being prepared.
The draft was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.
Under the document, the individual must apply to the state body to which the civil service position belongs and submit the required documents. After the documents are submitted, the individual must be presented to the head of the state body within five working days. The head of the state body must appoint the individual to the vacant civil service position. Issues related to the individual’s service during the internship and probation periods, as well as appointment to an administrative position on a permanent basis, will be regulated by Article 29 of the Code, concerning appointment to a vacant position.
Auxiliary positions will be filled through direct appointment or promotion in service based on a decision by the head of the relevant state body.
