Azerbaijan is changing the mechanism for calculating military personnel’s pay. A proposal would replace position salaries with rank-based salaries for all military personnel of the Ministry of Defense.
“Operative Information Center-OMM”, citing APA, reports that a bill amending the law “On the status of military personnel” was submitted for discussion at today’s meeting of the Milli Majlis (National Assembly).
How will military personnel’s pay be calculated?
Under the bill, military personnel’s monetary allowance will consist of a rank-based salary, supplements calculated on the basis of that salary and supplements set in fixed amounts.
Currently, military personnel’s allowances are determined by taking into account factors such as service conditions, qualifications, military occupation, military rank and length of service.
Under the new mechanism, position salaries would be replaced with rank-based salaries.
Pay expected to rise by an average of 22.8%
Under the new reform package, the pay of all military personnel of the Ministry of Defense is expected to increase by an average of 22.8% after taxes and other mandatory payments are deducted.
The new system envisages increasing the share of the rank-based salary to 70%.
Some existing provisions to be abolished
The bill proposes abolishing the provision that the minimum position salaries of officers, warrant officers, midshipmen and extended-service personnel may not be lower than the average salary of civil servants.
It also removes from the bill the provision on doubling military personnel’s monetary allowances for periods when they participate in combat operations under combat conditions.
Relocation costs to be covered by the state
The bill also provides for the state budget to cover the costs of military personnel and their family members relocating to a new place of service.
These payments will be made in accordance with procedures to be determined by the relevant authority.
The procedure for providing food products to military personnel of an institution designated by the relevant executive authority will also be determined by that institution.
The bill was put to a vote and adopted in the first reading.
