President Ilham Aliyev has signed decrees approving international agreements on cooperation in the fields of science, higher education, and infrastructure restoration between Azerbaijan, Morocco, and Syria.

According to the Operative Information Center-OMM, the first decree formalizes the "Agreement on Cooperation in the Field of Science and Higher Education between the Ministry of Science and Education of the Republic of Azerbaijan and the Ministry of Higher Education, Scientific Research and Innovation of the Kingdom of Morocco." This document was signed in Rabat on February 16, 2026.

Additionally, the head of state approved a strategic partnership agreement signed on February 17, 2026, in Rabat. This multilateral document involves the Ministry of Science and Education of Azerbaijan, the Ministry of Education of the Syrian Arab Republic, and the Islamic World Educational, Scientific and Cultural Organization (ICESCO) regarding the restoration of educational infrastructure in Syria.

These agreements reflect Azerbaijan's growing role in international humanitarian and educational initiatives, particularly within the framework of the Islamic world. By partnering with Morocco and supporting infrastructure projects in Syria through ICESCO, Azerbaijan continues to strengthen its diplomatic ties and contribute to regional development and academic exchange. Such partnerships are central to the country's foreign policy strategy of fostering South-South cooperation and supporting post-conflict reconstruction efforts.
