President Ilham Aliyev has approved a series of amendments to the Code of Administrative Offenses of the Republic of Azerbaijan, introducing significant updates to the national regulatory framework. The new legislation establishes stricter penalties for violations in cybersecurity, seed production, and foreign currency repatriation.
According to the Operative Information Center-OMM, the legislative changes aim to enhance compliance across critical sectors. The updated code introduces specific fines for entities failing to adhere to cybersecurity protocols, including the failure to report cyber incidents or respond to inquiries from authorized bodies. Penalties for officials range from 500 to 1,000 manats, while legal entities face fines between 100 and 2,000 manats.
The amendments also address the agricultural and financial sectors. New regulations impose penalties for the improper production, storage, and labeling of seeds, with fines varying based on the nature of the violation. Furthermore, the legislation revises the penalties for failing to repatriate foreign currency earnings from foreign economic activities. Under the new rules, the fine structure has been adjusted to 10-20% for officials and 20-30% for legal entities, with a provision allowing for exemption from administrative liability if the funds are repatriated before a final decision is made by the relevant authority.
