ASAN Service granted new powers under presidential decree

President Ilham Aliyev has signed a new decree amending the previous order dated December 3, 2025, concerning the implementation of the Law "On State Services." The amendment grants expanded powers to the Ministry of Economy and the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (ASAN Service) to enhance the efficiency of public administration.

According to the Operative Information Center-OMM, the decree stipulates that if a state service involves multiple providers but leads to a single legal outcome for the user, these services must be coordinated. The Ministry of Economy will oversee this coordination generally, while ASAN Service will manage it within unified service centers. Furthermore, if private entities provide additional services related to state functions, a list of these entities must be maintained and updated on the official websites of the service provider and the relevant ASAN Service body.

Established in 2012, ASAN Service has become a global model for public service delivery, aimed at increasing transparency and reducing bureaucracy in Azerbaijan. By integrating various government services into a single "one-stop-shop" framework, the agency has significantly improved citizen satisfaction and administrative efficiency. This latest expansion of authority aligns with Azerbaijan's ongoing digital transformation and institutional reform strategy, ensuring a more seamless interaction between the state, citizens, and the private sector.
