At the sixth Caspian Summit, held in Ashgabat in 2022, I proposed creating special expert groups to identify the causes of the Caspian Sea’s shallowing and take measures to prevent a further decline in its water level. Developments over the past years have confirmed the relevance of that initiative.

The Caspian Sea is the world’s largest inland body of water, bordered by Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan. Its changing water level and environmental pressures have implications for coastal communities, ecosystems and economic activity across the region.
