President of the Republic of Azerbaijan Ilham Aliyev attended the opening on October 5 of a pharmaceutical manufacturing facility operated by Gen Pharma Caucasus Manufacturing Operations LLC at Pirallahı Industrial Park.
Operative Information Center-OMM reports that Economy Minister Mikayil Jabbarov first briefed the head of state on the country’s industrial zones and the activities of Pirallahı Industrial Park.
Pirallahı Industrial Park was established under a decree signed by President Ilham Aliyev in 2016. Its main goals are to develop and support the pharmaceutical industry, reduce dependence on imports of pharmaceutical products, promote local production to meet public demand for medicines and increase employment in manufacturing. Six residents are registered at the park.
Eight industrial parks are currently operating in Azerbaijan: Sumgait Industrial Park, Mingachevir Industrial Park, Garadagh Industrial Park, Pirallahı Industrial Park, Aghdam Industrial Park, Hajigabul Industrial Park, the Araz Valley Economic Zone and Balakhani Industrial Park. The foundation stone for Nakhchivan Industrial Park was laid this year, and work is underway to establish the necessary infrastructure. Design work is also in progress to develop infrastructure for the Western Industrial Park, which will cover parts of Ganja city and Shamakhi district.

The facility was granted resident status at Pirallahı Industrial Park in 2023. Its founders are Türkiye’s Gen İlaç ve Sağlık Ürünleri Sanayi A.Ş. (66%), the Azerbaijan Business Development Fund (ABDF), which operates under the Ministry of Economy (29%), and Türkiye’s SİA Pharmaceuticals (5%). The project has a total value of 113.9 million manats. Alongside private investment, it has received 13.2 million manats in investment from the ABDF and 10 million manats in concessional loans. As a resident of the industrial park, the facility has been exempted from more than 7 million manats in VAT and customs duties.
The facility covers 5.2 hectares and has an annual production capacity of 60 million medicine packages, including 2.5 billion tablets and capsules. It will produce medicines for cardiology, neurology, urology, diabetology and gastroenterology, as well as painkillers, antibiotics and other products.
Development plans include increasing output, localizing the production of more than 500 medicines within five years, meeting domestic demand as fully as possible and expanding export markets.
Equipment manufactured by leading companies from the United States, Japan, Germany, Switzerland, China, Denmark, Sweden and Türkiye has been installed at the plant, enabling the production of medicines in line with high international standards. In addition to supplying the domestic market, the company plans to export products to Uzbekistan, Kazakhstan, Georgia and other countries.
The facility will provide permanent employment for 178 people.
The company also plans to support education and scientific cooperation. Official training bases for Garabagh University and Azerbaijan Medical University have been established at the facility.
Pirallahı Industrial Park is part of Azerbaijan’s wider effort to develop local manufacturing and reduce reliance on imported medicines. The new facility’s planned production and export capacity is intended to contribute to those goals while creating skilled jobs in the pharmaceutical sector.
