President Ilham Aliyev has appointed new heads of the Naftalan City Executive Authority and the Gadabay District Executive Authority through executive orders.
Mammadiya Suleyman oghlu Mammadov has been appointed head of the Naftalan City Executive Authority, while Hacibaba Adil oghlu Babayev has been appointed head of the Gadabay District Executive Authority.

Mammadiya Mammadov was born in Baku in 1989.
From 2005 to 2009, he studied law at the Faculty of International Law of the Moscow State Institute of International Relations (University), earning a bachelor’s degree.
From 2009 to 2011, he studied business administration at Regent’s University in London, United Kingdom.
From 2015 to 2017, he earned a master’s degree in economics from Moscow State University of Humanities and Economics, graduating with distinction.
In 2025, he completed a course on implementing public administration strategy at Harvard University in the United States.
From 2013 to 2022, Mammadov held various diplomatic positions at the Ministry of Foreign Affairs, including at Azerbaijan’s Embassy in the Russian Federation and the Consulate General in Istanbul.
Since July 2022, he had served as a chief adviser and sector head in the Department of Territorial and Organizational Affairs of the Presidential Administration of the Republic of Azerbaijan.
During his career, he participated in and helped organize a number of local and international events. In 2024, he received a “Certificate of Appreciation” from President Ilham Aliyev for his active participation in COP29, held in Baku.
Mammadiya Mammadov is a member of the New Azerbaijan Party. He is married and has two children.
Dossier: Hacibaba Babayev
Hacibaba Babayev was born on Jan. 1, 1978, in the village of Shahtakhti, Kangarli district, Nakhchivan Autonomous Republic.
Since 2004, he had worked in the Department for Relations with Territorial Administration and Local Self-Government Bodies of the Office of the Head of the Binagadi District Executive Authority. Until Jan. 26, 2022, he served as a chief adviser in that department and received the rank of first-class civil servant.
By an order of the head of the Binagadi District Executive Authority dated Jan. 26, 2022, he was appointed head of the Department for Analysis and Forecasting of Social and Economic Development of the Office.
From July 5, 2022, until his latest appointment, Babayev served as deputy head of the Binagadi District Executive Authority.
By an executive order of the President of the Republic of Azerbaijan dated June 21, 2017, he was awarded the “For Distinction in Civil Service” medal.
Thus, after working in diplomacy and at the Presidential Administration, Mammadiya Mammadov was appointed head of the Naftalan City Executive Authority. Hacibaba Babayev, who worked for many years within the Binagadi District Executive Authority system, was appointed head of the Gadabay District Executive Authority.
