The validity period of the “Civil service certificate” will be reduced.
“Operative Information Center-OMM” reports that the change is included in the draft Civil Service Code currently under preparation.
The draft was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.
Under the document, the validity period of the “Civil service certificate” will be reduced from five years to two years.
Under the draft, the body or institution designated by the relevant executive authority will organize testing examinations at least once every quarter. The designated body or institution will determine the fee for taking the test examination. The fee will be covered from the state budget of the Republic of Azerbaijan for first-time competition participants, persons whose disabilities were established in connection with the defense of Azerbaijan’s territorial integrity and independence and its constitutional order, and members of families of martyrs.
A person holding a valid “Civil service certificate” may register free of charge to participate in the interview stage of competitions for five positions during each year of the certificate’s validity period. The designated body or institution will determine the fee for participating in the interview stage of competitions for more than five positions.
The proposed change would shorten the period during which candidates can rely on a certificate, while the quarterly testing schedule is intended to provide regular opportunities to obtain or renew certification. The draft must complete the legislative process before its provisions take effect.
