The United States “totally rejects any attempt to construct a globalist scheme of control of superintelligence,” a White House official told the UN Security Council on Wednesday.
Michael Kratsios, who heads the White House Office of Science and Technology Policy, made the remarks at a Security Council meeting on artificial intelligence and international security, according to the source text.
US calls for national regulation
“International dialogue in this forum and in others cannot be allowed to drift towards global governance,” Kratsios said.
“Superintelligence” is a term US President Donald Trump used to refer to artificial intelligence in his address to the UN on Tuesday.
Kratsios said the United States, as the leader in frontier superintelligence, had taken steps to ensure the technology could continue advancing safely and responsibly. He said there was “not a reason to pause its further development or to constrain it with new global governance structures.”
He called on countries to adopt national regulations instead of a single global framework.
“The American people's representatives will legislate and regulate on the American people's behalf. You should do the same for your people,” Kratsios said.
He added that the technology’s potential could be realised only through an open and cooperative ecosystem based on sovereign infrastructure and domestic capacity.
Tech leaders urge cooperation
Earlier in the meeting, the heads of “OpenAI” and “Anthropic” told the Security Council that no single actor should dominate artificial intelligence.
They also called for international cooperation to manage the risks associated with the technology as it continues to develop.
