Türkiye and Azerbaijan have signed defense agreements worth more than $500 million. The deals include the delivery to Azerbaijan of 14 Turkish-made Hürkuş-II training aircraft.
The agreements were signed at the ADEX 2026 international defense exhibition in Baku to expand military and industrial cooperation between the two countries. Haluk Görgün, head of Türkiye’s Secretariat of Defense Industries, said the deals would strengthen both countries’ defense capabilities and their ability to work together during conflicts, natural disasters and other emergencies.
14 aircraft to be delivered by year-end
Under one of the agreements, Turkish Aerospace Industries will supply Azerbaijan with Hürkuş-II turboprop aircraft. The model is designed for basic pilot training and limited combat operations. Görgün said all 14 aircraft would be delivered to Azerbaijan by the end of the year.
The Hürkuş-II is the latest version of Türkiye’s Hürkuş aircraft family. It is intended to replace older training aircraft and improve pilots’ advanced training and combat readiness.
Other contracts cover Baykar’s Mızrak smart munition and Antidot electronic warfare system, as well as Roketsan’s Barbaros coastal defense platform. Türkiye’s leading electronics company Aselsan also signed a memorandum of understanding to supply Azerbaijan with the ALP-100 radar system.
Joint production and cooperation plans
The documents signed in Baku go beyond the purchase of military equipment. Turkish and Azerbaijani institutions also concluded cooperation agreements on education, research, logistics, radio-frequency technologies and local production.
Aselsan also signed a preliminary agreement with Azerbaijani technology company NOVASIS to establish a production facility in Nakhchivan. Nakhchivan is an Azerbaijani exclave bordering Türkiye.
Speaking about plans for joint engineering training and local production, Görgün said: “We will train our engineers together with brotherly Azerbaijan. Local production and joint projects will be steps that strengthen our bonds of brotherhood.”
Türkiye and Azerbaijan maintain close political and military ties. Their leaders often describe the relationship with the phrase “One nation, two states.” Türkiye has supported Azerbaijan during previous conflicts over Garabagh and has also helped train and modernize the Azerbaijani Armed Forces.
