President Ilham Aliyev: Major reconstruction underway in Garabagh

President Ilham Aliyev has emphasized that extensive reconstruction and restoration work is currently being carried out in the liberated territories of Garabagh and East Zangilan. Speaking at the Azerbaijan-Czech business forum in Gabala, the head of state noted that while significant progress has been made, there is still a substantial amount of work to be completed in these regions.

According to Report, the forum was attended by Czech Prime Minister Andrej Babiš. President Ilham Aliyev stated that Azerbaijan has already initiated active cooperation with leading financial institutions, including the World Bank, the European Bank for Reconstruction and Development (EBRD), the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB). "The goal is to create more dynamics in the implementation of the important projects ahead of us," the President said. He also pointed out that Moody's Investors Service recently upgraded Azerbaijan's credit rating to investment grade with a positive outlook, signaling a favorable environment for foreign investors. "Unequivocally, every criterion that an investor needs first of all—political stability, social stability, security, and the decision to engage in business activities—is present in the country," he added.

The reconstruction of the liberated territories remains a top priority for the government of Azerbaijan. Since the liberation of its lands, the country has launched the "Great Return" program, focusing on the comprehensive restoration of infrastructure, including the construction of international airports, "smart villages," and major transport corridors. The integration of these territories into the national economy is expected to drive long-term growth, supported by Azerbaijan's strategic focus on maintaining a favorable business climate and ensuring regional security for international partners.
