All projects and settlements in the liberated territories of Azerbaijan are being restored in accordance with the most advanced urban planning principles. The "smart city" and "smart village" concepts are among the primary frameworks being applied during the reconstruction process.

Operative Information Center-OMM reports that the Special Representative of the President of the Republic of Azerbaijan in Aghdam, Fuzuli, and Khojavand districts made these remarks to journalists during the 13th session of the UN World Urban Forum (WUF13).

The Special Representative highlighted four key principles guiding the restoration: "The first is the creation of a human-centric city where everything is accessible and convenient for the residents. Master plans are designed so that social facilities and administrative centers are concentrated to ensure easy access. The second is maintaining ecological balance through extensive green zones, parks, and prioritizing pedestrian movement over automobile use. The third is the preservation of national, cultural, and historical heritage, creating a symbiosis between modern urban life and historical centers. Finally, the fourth is the provision of modern jobs and dignified living conditions."

According to the official, the "First State Program on the Great Return to the liberated territories of the Republic of Azerbaijan" emphasizes a "dignified return" for displaced persons. "For this reason, we are not just building houses; creating employment and all necessary living conditions is vital. When these elements are integrated into a single project and Master Plan, it defines a true 'smart city'," he added.

The World Urban Forum (WUF), established by the United Nations, is the premier global conference on sustainable urbanization. Azerbaijan's participation in WUF13 highlights the country's commitment to sustainable development and the large-scale reconstruction efforts currently underway in Garabagh and East Zangazur, which aim to transform the region into a high-tech, carbon-neutral zone.
