The positions to which the Civil Service Code will not apply have been disclosed.
Operative Information Center-OMM reports that the provisions are included in the draft of the newly prepared Civil Service Code.
The draft was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.
According to the document, unless otherwise provided for in the Code, its provisions will not apply to the President of Azerbaijan, the First Vice President and vice presidents, Milli Majlis (National Assembly) deputies, the Prime Minister and deputy prime ministers, judges, or the Commissioner for Human Rights (ombudsman).
The Code will also not apply to heads and deputy heads of central executive authorities; the chair, deputy chairs, secretaries and members of the Central Election Commission; the chair, deputy chair and auditors of the Chamber of Accounts; the chair and deputy chair of the Higher Attestation Commission; or the chair and other members of the Media and Broadcasting Council.
The same rule will apply to heads of local executive authorities, deputies of the Supreme Assembly of the Nakhchivan Autonomous Republic, the Prime Minister of the Nakhchivan Autonomous Republic and deputy prime ministers, the President’s authorized representative in the Nakhchivan Autonomous Republic and deputies, as well as heads and deputy heads of central executive authorities of the Nakhchivan Autonomous Republic.
In addition, the chair, deputy chairs, secretary and members of the Central Election Commission of the Nakhchivan Autonomous Republic, the head of the Permanent Representation of the Nakhchivan Autonomous Republic in Baku, and military personnel will be excluded from the Code’s provisions.
The draft defines the scope of application of civil service legislation by distinguishing positions governed by special constitutional, electoral, judicial, security or military rules. It must complete the legislative process before entering into force.
