New fraud methods involving digital technologies need to be reflected more precisely in legislation.

According to the "Operative Information Center-OMM", MP Sabina Salmanova made the remarks at a meeting of the Milli Majlis (National Assembly) Committee on Defense, Security and Combating Corruption held today.

She noted that Article 178 of the Criminal Code regulates fraud in general terms:

"Cybersecurity and crimes committed in cyberspace occupy a special place among today's challenges. One of the serious problems citizens have faced in recent years is cyberfraud. The seizure of people's bank cards, electronic accounts and personal data through various digital methods is causing serious concern in society, particularly."

Salmanova proposed adding a provision to Article 178 that would define fraud committed using electronic information systems and digital technologies as a separate circumstance.

"This could cover cases such as posing as a fake bank employee, misappropriating funds through electronic payments, and deceiving a person by using fake audio and video generated with artificial intelligence, among others."

She said that hearings involving relevant government agencies and representatives of the banking and payments sectors could also be included in the parliament's work plan, along with an analysis of existing legal mechanisms in this area.

Digital banking has expanded access to financial services but has also created new avenues for fraud, including social engineering, unauthorized electronic payments and the misuse of personal data. Clear legal definitions can help law enforcement and financial institutions respond more effectively to such offenses.
