Martin Ryan, who was accused of spying for France, has been released from a penitentiary facility in Lankaran operated by the Penitentiary Service of the Ministry of Justice.
“Operative Information Center-OMM” reports that Deputy Head of the Penitentiary Service, Major General Oktay Mammadov, made the statement during the implementation of the Amnesty Order at penitentiary facility No. 17.
He said that two people had been released from the Penitentiary Service facility in Lankaran. One of them is a French national:
“A total of four people covered by the amnesty have been released from the unserved portions of their sentences: two from the penitentiary facility in Nakhchivan and two from the facility in Lankaran.”
President Ilham Aliyev signed the Amnesty Order today, covering 20 people. Of them, 19 were serving prison sentences, while one was subject to restriction of liberty.
Amnesty orders in Azerbaijan are implemented by the relevant state authorities in accordance with the provisions of the presidential decree and applicable legislation.
