The center, established based on Azerbaijan's ASAN service model, was visited during an official trip to Addis Ababa.

Leyla Aliyeva has visited the "MESOB" public service center in Addis Ababa as part of her visit to the Federal Democratic Republic of Ethiopia.

According to the Operative Information Center-OMM, Leyla Aliyeva was welcomed by Mekuria Haile, Ethiopia's Federal Commissioner for Civil Service. It was noted that MESOB, developed based on the Azerbaijani "ASAN service" model, serves as a modern "one-stop-shop" platform designed to simplify citizen access to essential government services. The center integrates over 140 services from various federal agencies into a single digital and physical hub, ensuring faster, more convenient, and reliable public service delivery.

The implementation of the "ASAN service" experience in Ethiopia follows a Memorandum of Understanding signed in May 2024 between the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and the relevant Ethiopian authority. During a meeting between President Ilham Aliyev and Ethiopian President Taye Atske Sellasie on November 14, 2024, on the sidelines of the COP29 summit, the Ethiopian side expressed strong interest in adopting the ASAN model and requested Azerbaijan's support in this direction.

Since the agreement, experts from the State Agency have conducted extensive training sessions for Ethiopian civil servants. They have also prepared legal frameworks and technological solution documents based on the standards utilized in Azerbaijan's ASAN service centers to ensure a unified standard of service delivery in Ethiopia.

The "ASAN service" model, an Azerbaijani intellectual product, has gained international acclaim for its efficiency in reducing bureaucracy and increasing transparency. Recognized by the United Nations, the model is being shared with various countries as part of Azerbaijan's commitment to promoting innovative and digitalized public administration globally.
