Azerbaijan is waiting for one final step: amendments to Armenia’s constitution concerning territorial claims against Azerbaijan. Once this is done, a final peace agreement can become a reality.

The Operative Information Center-OMM reports that Hikmat Hajiyev, Assistant to the President of Azerbaijan and head of the Foreign Policy Affairs Department of the Presidential Administration, made the remarks at the CAMCA 2026 Regional Forum in Baku.

He said peace and security had been established in the South Caucasus, but that it was important to ensure their sustainability.

Constitutional amendments are a central issue in the peace process because Baku says provisions in Armenia’s constitution imply territorial claims against Azerbaijan. A final agreement would formalize arrangements between the two countries and support lasting peace and security in the region.
