A comprehensive civil defense exercise was held in Sadarak district, jointly organized by the Nakhchivan Autonomous Republic Ministry of Emergency Situations and the Sadarak District Executive Authority.

The ministry said the exercise aimed to assess implementation of the civil defense plan and the reliability of alert and communications systems, as well as to coordinate cooperation among relevant agencies and teams during emergencies and improve their readiness, Operative Information Center-OMM reports.

Participants included representatives of the Ministry of Emergency Situations, relevant units of the Separate Combined Arms Army, the district’s Emergency Situations Commission, the Executive Authority’s civil defense headquarters, district civil defense services, territorial and facility civil defense teams, and the heads of relevant institutions and organizations and officials responsible for civil defense.

Under the exercise scenario, a simulated earthquake struck Sadarak district, causing damage and resulting in simulated deaths and injuries.

According to the plan, a meeting was first held at headquarters. Territorial civil defense teams that were not military units were then alerted to the simulated emergency and mobilized by an alert and assembly signal, after which they proceeded to the designated assembly point.

The exercise included practical drills on responding to the consequences of simulated large-scale emergencies, organizing cooperation between Ministry of Emergency Situations forces and the district’s non-military civil defense teams, and operating the emergency headquarters. Firefighting, rescue and other urgent response measures were carried out.

At the initial stage, crews worked to restore a road damaged by a landslide to allow personnel and equipment to reach the scene. They also conducted an initial assessment and reconnaissance of the area. Law enforcement officers secured the scene and prevented unauthorized people from entering.

Simulated fires were then extinguished and injured people evacuated. People trapped under debris were rescued and handed over to medical personnel. The injured received first aid and were transported to medical facilities.

Repair and restoration work was also carried out on damaged electricity, gas and water lines, and anti-epidemic measures were implemented in the area.

A total of 179 personnel and 29 vehicles and other pieces of equipment took part in the comprehensive civil defense exercise.

Following the successful exercise, its results were discussed and relevant agencies were given instructions.
