Baku hosts seminar on public services and human rights

The Ministry of Foreign Affairs of the Republic of Azerbaijan organized a seminar titled "Promoting Human Rights and Sustainable Development Goals through the Provision of Transparent, Accountable, and Efficient Public Services," featuring participation from government officials, the diplomatic corps accredited in Azerbaijan, and civil society representatives.

Operative Information Center-OMM reports that the event was held within the framework of the "Human Rights Month" (May 18 - June 18), initiated by the Commissioner for Human Rights (Ombudsman) and dedicated to Human Rights Day, established by the decree of President Ilham Aliyev.

During the seminar, participants discussed the positive impact of accessible public services on human rights protection and the achievement of Sustainable Development Goals. Key topics included the global promotion and application of the "ASAN Service" model and the significance of the resolution titled "Promoting human rights and the Sustainable Development Goals through transparent, accountable and efficient delivery of public services," which was initiated by Azerbaijan and adopted for the third time during the 61st session of the UN Human Rights Council on March 30, 2026.

Deputy Foreign Minister Yalchin Rafiyev, Deputy Chairman of the State Agency for Public Service and Social Innovations under the President Ceyhun Salmanov, Milli Majlis (National Assembly) member Kamal Jafarov, and Deputy Chief of Staff of the Judicial-Legal Council Nurlan Hamidli addressed the seminar. They highlighted the successful integration of digital innovations and the national and international application of the "ASAN Service" model.

Ambassadors from Pakistan, Turkey, Uzbekistan, and Colombia shared their national experiences regarding efficient public service organization and discussed cooperation on the "ASAN Service" model. UN Resident Coordinator a.i. Nasar Hayat also spoke on the contribution of transparent services to Sustainable Development Goals. Aydin Safikhanli, Chief of Staff of the Ombudsman’s Office, delivered the closing remarks.

The "ASAN Service" model, established in 2012, has become a cornerstone of Azerbaijan's public administration reform. It is widely recognized internationally for reducing bureaucracy and enhancing transparency, serving as a benchmark for digital governance in the region and beyond.
