Who is subject to initial military registration?

Under the Rules for the Initial Military Registration of Male Citizens of the Republic of Azerbaijan, approved by Cabinet of Ministers Resolution No. 78 dated March 12, 2026, male citizens who turn 15 in a given year must be registered between January and May at their place of residence or current location (Clause 3.1). The rules were drawn up in accordance with Article 6.1 of the Law on Military Duty and Military Service and apply to boys aged 15 to 18.

There are exceptions. Adolescents with a disability due to an 81–100% impairment of bodily functions are considered unfit for military service without an in-person examination and are not registered (Clause 5.2). People sentenced to imprisonment for a grave or especially grave crime are also not registered (Clause 5.3).

How does the process work?

Registration is conducted by an initial military registration commission established within local main departments, departments, divisions and offices of the State Service for Mobilization and Conscription. The commission is chaired by the head of the Service’s local office. Its members include a surgeon, therapist, neurologist, psychiatrist, ophthalmologist, otorhinolaryngologist, dentist, dermatovenerologist and psychologist. The commission’s aim is to make an initial assessment of an adolescent’s fitness for military service, arrange treatment for those deemed temporarily unfit and compile the pool of potential conscripts.

As of 2026, a parent can apply to the Service through the mygov platform (my.gov.az or its mobile app). The parent must open the “Services” section, select the “Military” category and then choose “Initial military registration.” In the window that opens, click “New application,” select from the list the child who turns 15 in the current year, provide a short biography or attach it as a file (PDF or image), upload the relevant certificate if the child is receiving secondary education abroad, and enter a mobile phone number. Paper registration certificates will no longer be issued from 2026; the process is electronic.

Under Clause 3.2 of the rules, registration is based on the following documents:

  • a copy of the birth certificate;
  • a certificate on family composition;
  • an education certificate (for those who have completed an educational institution);
  • a certificate from the educational institution (for those who have not graduated) or from the workplace;
  • a biography;
  • six photographs measuring 3x4 cm.

Documents that can be obtained from government agencies through the Electronic Government Information System are not required from citizens (Clause 3.3).

  1. Submit the application and check notifications in the mygov account. The medical examination summons will be posted to the electronic account, and a free text message will be sent to notify the applicant.
  2. Undergo medical and psychological examinations at the relevant state medical institution within the period specified in the summons.
  3. After the examinations, the adolescent must attend the Service’s local office in person for the military medical commission. Documents that cannot be obtained electronically must be presented at this stage.
  4. If any information is incorrect, request a correction from the Service’s local office. Citizens have the right to review the documents collected about them and request clarification (Clause 7.1.4).

Digital access for parents

Under Clause 3.10 of the rules, the legal representatives—parents, adoptive parents or guardians—of boys who will turn 15 the following year must create an electronic account by December 31 each year. The application status can be tracked through the mygov account, and a notification is sent once initial registration is complete.

The commission’s decision to register or not register an individual is posted to the electronic account within three working days (Clause 5.4). Anyone who disagrees with the decision may appeal through administrative and/or judicial procedures in accordance with the Law on Administrative Proceedings (Clause 5.6).

Failure to appear within the period specified in the summons without a valid reason entails administrative liability under the law (Clause 6.3). A valid reason is limited to an illness confirmed by a medical certificate or an emergency confirmed by the local executive authority (Clause 6.4).

Initial registration does not mean immediate conscription into military service; it is a military registration procedure. Adolescents found temporarily unfit during the examination are referred for treatment funded by the state budget or compulsory health insurance (Clause 4.9). Each person’s conscription status is determined separately through the legally established process.
