Azerbaijan restores Garabagh without foreign financial aid

Azerbaijan is carrying out the restoration process in Garabagh and East Zangilan entirely through its own resources, without any external support.

Operative Information Center-OMM reports that Emin Huseynov, the Special Representative of the President of the Republic of Azerbaijan in the Aghdam, Fuzuli, and Khojavand districts, made these remarks to journalists in Baku during the 13th session of the World Urban Forum (WUF13).

According to the official, more than 25 billion manats have been allocated from the state budget to date for the restoration and reconstruction works in Garabagh and East Zangilan. "Azerbaijan is implementing the restoration and reconstruction process in Garabagh and East Zangilan solely through its own efforts, without financial support from any international organization," Huseynov emphasized.

The large-scale restoration program, often referred to as the "Great Return," aims to rebuild cities and villages destroyed during the decades-long occupation. The process involves the construction of modern "smart villages," international airports, and extensive transport infrastructure to facilitate the sustainable resettlement of internally displaced persons. These efforts are part of Azerbaijan's broader strategy to integrate the liberated territories into the national economy and ensure long-term regional stability.
