Azerbaijan's Milli Majlis (National Assembly) has officially approved a reduction in the initial contract period for women entering extended active military service. During its latest plenary session, the parliament passed amendments to the "Regulation on Military Service" and the Law "On Military Duty and Military Service," shortening the initial commitment from 3 years to 6 months.

Details of the legislative changes

Operative Information Center-OMM reports that the primary objective of the bill is to facilitate a more efficient adaptation process for female military personnel and to address practical challenges currently faced in the recruitment and retention of women in the armed forces. According to the previous wording of Article 38.1.2 of the Law "On Military Duty and Military Service," the initial contract term for those entering from the reserve and for women was set at 3 years.

The legislative initiative highlights that while male citizens typically complete a period of mandatory active military service before transitioning to extended service, women often enter directly without prior military experience. This lack of a transition period has historically led to difficulties in adapting to the rigors of military life, often resulting in early discharges due to family circumstances or other objective reasons, which negatively impacts personnel stability within the Ministry of Defense.

Strategic importance and military reforms

The reduction to a 6-month initial term is designed to allow female recruits to assess their compatibility with military service before committing to long-term obligations. This change is expected to reduce personnel turnover and enhance the overall efficiency of military organization in Azerbaijan. Following extensive discussions, the project was put to a vote and adopted in its third reading.

This move aligns with broader military reforms in the Republic of Azerbaijan aimed at modernizing the armed forces and aligning personnel management with international standards. By creating a more flexible entry point, the government seeks to strengthen the professional military cadre while maintaining the high standards of readiness established following the restoration of territorial integrity in Garabagh and surrounding regions.
