The Ministry of Health of the Republic of Azerbaijan has referred a case involving an unlicensed cosmetologist to law enforcement agencies for further investigation.
According to the Operative Information Center-OMM, the ministry's Analytical Expertise Center (AEC) issued a statement regarding the ongoing enforcement actions.
The AEC reported that it had received multiple citizen complaints and media reports concerning the activities of individual entrepreneur Elnara Fakhraddin gizi Canli. Following these reports, the center conducted several inspections and unscheduled audits in accordance with legislative requirements.
Investigations revealed that Canli, operating in the Yasamal district of Baku, had been providing medical services—specifically cosmetic procedures—without the mandatory medical license. An initial unscheduled inspection on May 8, 2025, confirmed these violations. Consequently, an administrative protocol (No. MN 2156869) was filed under Article 210.1 of the Code of Administrative Offenses and forwarded for legal processing.
Despite these initial measures, subsequent inspections on December 22, 2025, and February 20, 2026, resulted in further administrative protocols (Nos. MN 2406895 and MN 2407064) as the individual continued to operate without authorization. The most recent inspection identified the business address as 79 Salatin Asgarova Street, Apartment 8, in the Yasamal district of Baku.
Given that the individual persisted in conducting unlicensed cosmetic activities despite previous administrative penalties, the Ministry of Health formally appealed to the Prosecutor General's Office on March 13 of this year, requesting further legal measures to halt the unauthorized practice.
The Ministry of Health emphasizes that all medical and cosmetic procedures must be performed by licensed professionals in certified facilities to ensure patient safety and adherence to national health standards. The regulation of private medical practice in Azerbaijan is strictly overseen by the AEC to prevent public health risks associated with unqualified medical services.
