When must an ID card be replaced?
Under Article 4 of the Law “On the identity card of a citizen of the Republic of Azerbaijan,” an ID card must be replaced if its validity period expires; the holder’s surname, first name, patronymic or address (place of residence) changes; the card, including its electronic carrier (chip), becomes unusable; or an error is found in the information printed on the card. After any of these circumstances arises, the citizen or their legal representative must apply to the issuing authority within one month. If the card is lost, its holder must apply immediately (Article 1). A lost or damaged card is reissued, and a different fee applies (see the table below).
Rules for children
Every citizen must obtain an ID card within one month of turning 15. A citizen under 15 may obtain an identity card upon application by a legal representative (parent, adoptive parent, guardian or custodian), or by a person appointed under a notarised power of attorney from the legal representative (Article 1 of the Law). For citizens aged 15 to 18, the application form may be submitted by the citizen or their legal representative; in either case, the teenager must sign the form. Therefore, the former approach that an ID card is issued only at age 15 is no longer in force.
How to apply
- Determine the reason for replacing the card.
- Check the required documents and fee for that reason against the table below.
- Apply in person or through a legal representative at an authorised service point, such as the Ministry of Internal Affairs’ passport and registration offices or an ASAN service centre.
- Use the receipt to check the processing time and collection details.
An ID card is issued no later than 10 days after the application (Article 4 of the Law). Faster processing — within three working days or one working day — is available for a higher state fee. The card is issued for 10 years, or without an expiry date to people aged 55 and over. A card issued to a child under 5 is valid until the child turns 5; a card issued to a child aged 5 or older is valid until they turn 15. Cards issued before September 1, 2018, remain valid until the holder turns 25, 35 or 50, or until their surname, first name, patronymic, place of residence, marital status or military status changes.

|---|---|
| Child under 5 | Until the child turns 5 |
