President Ilham Aliyev has signed a decree amending the laws on the "Approval, entry into force of the Tax Code and related legal regulation issues," the "Application of the Tax Code" dated August 30, 2000, and the "Law on Customs Tariff" dated July 4, 2013.
According to the Operative Information Center-OMM, the head of state issued the new decree to streamline the management mechanisms of state institutions.
Under the new regulations, specific authorities have been designated to issue supporting documents for the exemption of imported machinery, technological equipment, and installations from value-added tax (VAT) and customs duties. Specifically, the Ministry of Defense Industry has been granted authority regarding projects for the production of military-purpose goods, while the Ministry of Economy will oversee such exemptions for other projects.
This legislative update is part of the broader efforts by the Republic of Azerbaijan to optimize state governance and improve the investment climate. By clarifying the roles of the Ministry of Economy and the Ministry of Defense Industry, the government aims to facilitate more efficient industrial development and enhance the transparency of customs and tax administration for strategic projects.
