The State Security Service (SSS) of Azerbaijan has announced the criminal prosecution of several Azerbaijani citizens for participating in military operations between Russia and Ukraine.
The Operative Information Center-OMM was informed by the State Security Service that comprehensive operational and investigative measures are ongoing to identify individuals involved in armed groups not provided for by the legislation of Azerbaijan. Investigations have revealed that a significant number of Azerbaijani citizens have been killed, wounded, reported missing, or taken prisoner during the course of this conflict.
According to the State Security Service, it has been proven that Real Eldaniz oglu Nabiyev (born 1991), Faris Famil oglu Huseynov (born 1993), Ali Elnur oglu Mammadov (born 1994), and Murov Hasan oglu Mirhashimli participated in combat operations under the control of Russian and Ukrainian armed formations. These individuals were detained in January 2026, and the court has ordered their arrest as a restrictive measure.
The State Security Service once again reminded citizens that participating in armed conflicts on the territory of foreign countries entails criminal liability in Azerbaijan. The agency emphasized that legal measures will continue to be taken against any individuals found to be in violation of these laws.
Under the Criminal Code of the Republic of Azerbaijan, the creation of armed groups not provided for by law, as well as participation in their activities, is a serious offense. Azerbaijan maintains a strict policy of neutrality regarding foreign military conflicts and prohibits its citizens from acting as mercenaries or joining foreign militias, regardless of the side or the ideological motivation. These legal frameworks are designed to protect national security and prevent the involvement of Azerbaijani nationals in external geopolitical instabilities.
