The measure, H.Con.Res. 89, failed after the upper chamber voted 49 in favor and 50 against it.
According to the Senate vote, Republican senators Susan Collins, Lisa Murkowski, Rand Paul and Thom Tillis supported the resolution, while Democratic Senator John Fetterman voted against it.
Senator Angela Alsobrooks was the only member recorded as not voting.
