Retaining walls will be constructed in four districts of Baku to mitigate the risks of floods and flash floods. According to the Operative Information Center-OMM, President Ilham Aliyev has signed a decree approving a list of measures to eliminate the consequences of damage caused by heavy rainfall and subsequent flooding in the capital and various regions of Azerbaijan.

The decree specifies that the new infrastructure projects will be implemented in the Surakhani, Sabail, Binagadi, and Khatai districts of Baku. These areas have been identified as high-priority zones where soil erosion and water runoff during intense seasonal precipitation pose a risk to local infrastructure and residential safety.

In recent years, Azerbaijan has intensified its efforts to modernize urban infrastructure to better cope with extreme weather patterns and climate-related challenges. The Cabinet of Ministers and relevant executive authorities are tasked with ensuring the timely completion of these protective barriers to safeguard public transport networks and residential communities. Such initiatives are part of a broader state strategy to enhance disaster resilience and improve the drainage and safety systems across the Absheron Peninsula.
