The Milli Majlis (National Assembly) has adopted amendments to the Code of Administrative Offenses in the third reading. These changes tighten regulations and increase penalties in key areas, including cybersecurity, seed production, and the repatriation of foreign currency earnings.

According to the Operative Information Center-OMM, the draft law was discussed during the parliament's extraordinary session. The legislation introduces specific fines for entities failing to comply with cybersecurity requirements, including internet service providers and infrastructure owners. It also establishes penalties for the unauthorized operation of computer incident response centers and security operations centers.

The amendments also address the agricultural sector by expanding the scope of liability for violations of seed production legislation, including the sale of non-compliant seeds and the provision of false information regarding plant varieties. Furthermore, the law revises the penalties for failing to repatriate foreign currency earnings from foreign economic activities. Notably, the new regulations offer a pathway for exemption from administrative liability if the required foreign currency is repatriated before a final decision is made by the relevant authority. This legislative update reflects Azerbaijan's ongoing efforts to strengthen regulatory frameworks across critical sectors, ensuring compliance with national standards and enhancing economic transparency.
