Do not confuse permanent and temporary registration

Under Article 2 of the Law “On registration at the place of residence and place of stay,” a place of residence is an address where a person lives permanently or most of the time as an owner, under a lease or rental agreement, or on another legal basis. A place of stay is an address where a person resides temporarily, such as a hotel, sanatorium, hospital, or the home of a relative or acquaintance. The deadlines differ:

SituationApplication deadlineArticle
Moving to a new permanent place of residenceNo later than 10 days after arrivalArticle 5
Staying temporarily for more than 60 days away from the place of residenceWithin 7 days of arrival (excluding rest days, public holidays and days of mourning)Article 10
Hotel, sanatorium, dormitory, hospital, etc.The application form is submitted to the administration, which forwards it to the state body within 24 hoursArticle 10
Registration at a former address for a person released from prisonRegistration is completed within 3 days of applicationArticle 5

Registration at a place of stay is carried out without removing a person from registration at their place of residence. Registration is not a form of authorization, and no documents other than those specified by law may be requested (Article 1).

Documents required for permanent registration

  • an application form for registration at the place of residence;
  • an identity card (a birth certificate for a citizen under 15; in this case, the application is made by a legal representative);
  • a document granting the right to move into the residential premises: an extract from the state register of real estate, an occupancy warrant, a lease or rental agreement, another document provided for by law, or an application from the person providing the premises;
  • military personnel must provide a military ID (Article 3 of the Regulation on the implementation of the Law); if a military ID cannot be provided, a document confirming whether the person was registered for military service at their previous place of residence must be submitted (Article 4).

Documents that can be obtained through the Electronic Government Information System are not required from the applicant (Article 5 of the Law). No separate state fee is set for registration itself. However, when a person changes address, their identity card must also be replaced, and the relevant fee applies: 5 manats within 10 days, 50 manats within three working days, or 70 manats within one working day (Article 14.3 of the Law “On State Duty”; for citizens under 15, 5, 25 and 30 manats, respectively, under Article 14.3-2).

Application process

  1. Determine whether the address is a permanent place of residence or a temporary place of stay.
  2. Prepare a document confirming the legal basis for living there.
  3. Apply to an authorized registration body of the Ministry of Internal Affairs or to an ASAN service center that provides the service. Under the law, the body must register a citizen and replace their identity card immediately after the documents are submitted (Article 5).
  4. Check that the address information on the electronic chip has been updated.

Registration may be refused only in the cases listed by law: if the documents have not been submitted; if registration in the area is restricted, such as in a border zone, closed military town or state of emergency; if registration would leave each resident with less space than the standard set out in Article 40 of the Housing Code, except when a person moves in as a family member; or if the home is at risk of collapse (Article 8). If an applicant is asked for a document not required by law, faces an unjustified refusal or experiences delays, they may appeal through administrative procedures and/or in court (Article 13).
