Gedebey officials charged with large-scale fraud

The investigation into the criminal case involving Elkhan Abbasov, the head of the Gedebey District Execution and Probation Department, and former executive officer Sabuhi Huseynov has been concluded. The case, which was initiated based on materials received from the Ministry of Justice and citizen complaints, was handled by the Anti-Corruption General Directorate with the Prosecutor General.

The Prosecutor General's Office press service informed Operative Information Center-OMM that the investigation uncovered a systematic mechanism of corruption within the local executive office. According to the findings, the accused individuals exploited their official positions to misappropriate funds intended for legal settlements.

Fraud mechanism in Gedebey execution office revealed

The preliminary investigation established that between 2021 and 2025, Elkhan Abbasov and Sabuhi Huseynov abused their authority to collect various sums of money from citizens. These funds were officially designated for debt repayments, alimony requirements, and other execution-related proceedings. However, instead of transferring the money to the rightful claimants, the officials allegedly embezzled the large-scale funds through fraudulent means.

Furthermore, investigators found reasonable suspicions that the accused committed official forgery by deliberately entering false information into official documents to cover their tracks and facilitate the misappropriation of state and private funds.

Legal proceedings and charges at Ganja Grave Crimes Court

Based on the evidence collected, both individuals have been charged under Articles 178.3.2 (fraud resulting in large-scale damage) and 313 (official forgery) of the Criminal Code of the Republic of Azerbaijan. By court order, Sabuhi Huseynov has been placed under police supervision as a restrictive measure.

Elkhan Abbasov has also been placed under police supervision and has been officially suspended from his position. During the investigation, the majority of the financial damage identified in the case was successfully recovered. The criminal case has now been referred to the Ganja Grave Crimes Court for trial.

In recent years, Azerbaijan has intensified its crackdown on local-level corruption and the misuse of administrative power. The Anti-Corruption General Directorate continues to monitor the activities of regional executive bodies to ensure transparency and the protection of citizens' legal rights, particularly regarding the execution of court mandates and social payments such as alimony.
