One of the key priorities of the successful socio-economic policy pursued by President Ilham Aliyev is strengthening the social protection and welfare of the population, families of martyrs, veterans and low-income families in Azerbaijan.
Operative Information Center-OMM reports that Prime Minister Ali Asadov made the remarks at a Cabinet of Ministers meeting chaired by him.
“In recent years, consistent reforms have been carried out in this area, and significant budget funds have been allocated to improve social protection and welfare and increase social payments, pensions and salaries. In the 2027 state budget, socially oriented expenditures are projected to account for 44% of total spending across all areas,” he said.
He added that, as one of the government’s main and important spending priorities, expenditures on further strengthening defense, the military and national security would remain among the largest items in the state budget: “Defense and national security expenditures in next year’s state budget will amount to 8.8 billion manats, or 21% of total spending. Under the direct participation and leadership of President Ilham Aliyev and First Vice President Mehriban Aliyeva, large-scale reconstruction work is being carried out throughout the liberated Garabagh and Eastern Zangazur, while the necessary conditions are being created for sustainable resettlement and economic reintegration.”
“Since the Patriotic War, the return of former internally displaced persons has been ensured to 47 settlements in the liberated territories, including 10 cities, three towns and 34 villages. More than 93,000 people currently live, work and study in the liberated territories. The 2027 state budget provides sufficient funding for an investment-oriented strategy and state programs. In 2025 and during the period that has elapsed in 2026, state programs covering water, transport, agriculture, food security and tourism were adopted, and the main priorities in these areas were identified.
“It is worth noting that, following discussions chaired directly by the president on Sept. 22, the ‘State Program on the development of the mining (metal ores) and metallurgical industry for 2027–2030’ was adopted, covering one of the areas to which he attaches particular importance. The program identifies ensuring the sustainable development of the metallurgical industry, expanding production and export potential with high added value, increasing the competitiveness of the non-oil industry and creating new jobs as its main priorities. Successful implementation of the strategy and all sectoral state programs will not only ensure the fulfillment of the socio-economic tasks set by the president for the government, but also create a strong foundation for implementing the country’s long-term development priorities,” Asadov concluded.
