President Ilham Aliyev has signed a decree on establishing the Digital Communications Information System (DCIS) and regulating related matters.

Operative Information Center-OMM reports that the decree approves the system’s regulations.

The DCIS will use digital technologies, including information and communications technologies, to support regulation and oversight in the information and communications technology and communications sectors, including telecommunications and postal services. It is also intended to make interactions more efficient, transparent and responsive among central and local executive authorities; legal entities owned by the state or whose controlling stakes are state-owned; public legal entities established on behalf of the state; other budgetary organizations; local self-government bodies; and other individuals and legal entities. The system will also ensure that services and stored information are organized and accessible.

The Ministry of Digital Development and Transport will own the DCIS, while the Information and Communications Technologies Agency under the ministry will operate it.

The Cabinet of Ministers is tasked with addressing matters arising from the decree. The ministry must establish, administer, organize and develop the DCIS, and ensure its placement, operation and improvement in the Government Cloud in line with the Government Cloud (G-cloud) Concept approved by a presidential decree dated June 3, 2019. It must also take steps to register the DCIS in the Unified Register of State Information Resources, Systems and Electronic Services and the state register of personal data information systems, and, together with the government bodies that are the original sources of the information specified in the system’s regulations, arrange for that information to be obtained through the Electronic Government Information System within six months.

The ministry, together with the State Service for Special Communication and Information Security, must also ensure implementation of measures arising from the requirements of the presidential decree of September 12, 2018, approving rules for the establishment, administration, integration and archiving of state information resources and systems and setting out certain measures related to e-government.
