Azerbaijan to centralize state services on Mygov platforms

Azerbaijan is set to transition to proactive government services, centralizing all state digital offerings through the "Mygov" and "Mygov Biznes" platforms, including both web portals and mobile applications. This strategic shift aims to streamline interactions between citizens, businesses, and the state by creating a unified digital ecosystem.

According to Report, these initiatives are outlined in the "Action Plan for Accelerating Digital Development for 2026-2028," which was approved today by President Ilham Aliyev. The document mandates the implementation of a "unified data management" approach and the "once-only" principle, ensuring that government agencies do not request information from citizens that is already available in state databases.

The comprehensive plan also includes the legal regulation of venture financing and crowdfunding, the promotion of "angel investor" institutions, and simplified residency requirements for technology parks. To attract global talent, Azerbaijan will introduce a "digital nomad" visa and simplify migration procedures for ICT and artificial intelligence specialists. Furthermore, the plan envisions the full migration of state information resources to the "Government Cloud," the digitalization of financial services, and a complete overhaul of the legal framework governing e-commerce and information security.

This digital transformation strategy is designed to align Azerbaijan with global technological trends by fostering cooperation between the public and private sectors. By strengthening academic research and supporting the startup ecosystem, the government aims to significantly improve Azerbaijan's position in international digital and innovation rankings. Over the next decade, the initiative seeks to increase the ICT sector's share in the non-oil GDP, boost the annual export of digital products, and ensure that proactive services account for 50 percent of all state-citizen interactions, accelerating the country's transition to a competitive, innovation-based economy.
