Penalties for officers, warrant officers, midshipmen and career military personnel serving under contract are set to increase.

“Operative Information Center-OMM” reports that amendments to the Code of Administrative Offenses have been proposed.

The bill was discussed at today’s meeting of the Milli Majlis (National Assembly) Committee on Legal Policy and State Building.

Under the proposal, officers, warrant officers, midshipmen and career military personnel serving under contract who leave their military unit or place of service without authorization, or fail to arrive there on time without a valid reason, for more than one day but no more than 10 days would face a fine of 200 to 300 manats. Depending on the circumstances of the case and the offender’s identity, administrative detention for up to 15 days could also be imposed.

Under the previous version of the law, administrative detention for up to 20 days applied when the offense was committed for more than three days but no more than 10 days.

Another proposed amendment would impose a fine of 300 to 500 manats on a person who has already been subject to administrative punishment and repeats the offense specified in the article within one year of the decision taking effect. Depending on the circumstances of the case and the offender’s identity, administrative detention for between 10 days and one month could be imposed.

Under the current law, administrative detention for between 15 days and one month applies in such cases.

The bill states that these personnel would incur administrative liability if they are absent from their military unit or place of service for more than one day. It says that, alongside increasing accountability, easing the sanctions and introducing a fine as an alternative penalty could be considered a progressive step.
