Azerbaijan approves new funding model for preschool education

A new funding model for preschool education, based on public-private partnership, has been officially approved in Azerbaijan. The decision aims to modernize the financial framework supporting early childhood development.

According to the Operative Information Center-OMM, Prime Minister Ali Asadov has signed a decree formalizing these changes. The new regulation establishes a mechanism for state support in preschool institutions, emphasizing a collaborative approach between the government and private entities.

Under the new guidelines, the monthly limit for state support per child is set at 70 percent of the tuition fee. However, this support is capped at 350 AZN for facilities in Baku and 250 AZN for those in other regions of the country. The duration for projects under this model is limited to 10 months, with funding sourced from the state budget allocations designated for the relevant Ministry.

To ensure transparency and effective implementation, the Ministry will establish a working group consisting of at least five members to oversee the competitive selection process for these projects.

This reform is part of a broader strategy by the government of Azerbaijan to enhance the quality and accessibility of preschool education. By incentivizing private participation through state-subsidized tuition, the initiative seeks to increase enrollment rates and standardize educational services across the country, ensuring that children in both urban centers like Baku and regional areas receive consistent developmental support.
