Under the First State Program on the Great Return, cities and villages are being rebuilt to enable people to return safely to their ancestral homes. Azerbaijan is carrying out this work using its own financial resources.

So far, 25.5 billion manats have been allocated from the state budget for the restoration and reconstruction of territories liberated from occupation.

According to the “Operative Information Center-OMM”, this was stated in an address by President of Azerbaijan Ilham Aliyev to participants in the sixth Azerbaijan International Exhibition “Restoration, Reconstruction and Development of Garabagh” — “Rebuild Garabagh.”

The head of state said transport infrastructure being developed in Garabagh and East Zangezur connects settlements with one another and with the country’s unified economic space:

“Nearly 1,500 kilometers of roads have been built to date, and the 11.7-kilometer Murovdag tunnel has become an important engineering achievement in construction carried out in challenging mountainous terrain.”

President Ilham Aliyev noted that international airports in Fuzuli, Zangilan and Lachin have been put into operation.

“Railway construction is continuing. The Horadiz–Aghband railway line, as an important part of the Zangezur corridor, is of strategic importance for expanding Azerbaijan’s international transport and logistics links,” Ilham Aliyev said.

The president also recalled that energy and water supplies are being developed to serve new settlements and production facilities:

“One new reservoir has been built and five reservoirs restored in the region, while 13 substations and 38 hydropower plants with a combined capacity of 307 megawatts have been commissioned. Developing Garabagh and East Zangezur as a ‘green energy zone’ is one of the main priorities in building this infrastructure.”
