The main goal of the next, second phase of the State Program on the Great Return is to further expand private investment, permanent employment and export-oriented production by building on the opportunities already created, and to strengthen Garabagh and East Zangazur’s position as a new growth center in Azerbaijan’s economy.
Operative Information Center-OMM reports that President Ilham Aliyev made the remarks in an address to participants in the 6th Azerbaijan International Exhibition “Rebuild Karabakh” on the restoration, reconstruction and development of Garabagh, held in Baku.
“The advanced urban planning and engineering solutions being applied in the region are creating experience that can be used not only in other parts of Azerbaijan but also internationally,” he said.
According to the president, the successful hosting of the 13th session of the World Urban Forum (WUF13) in Baku in 2026, organized by the UN Human Settlements Programme, helped present Azerbaijan’s achievements in urban planning internationally and strengthen its position in global dialogue. The “Rebuild Garabagh” and “BakuBuild” exhibitions, held as part of Caspian Construction Week, provide broad opportunities to share that experience, showcase new technologies and establish business partnerships. “I am confident these partnerships will also be reflected in concrete projects and make an important contribution to the Great Return and the region’s long-term development,” he said.
