South Korea on Wednesday reiterated its claim that Ukraine breached an agreement to keep secret the transfer of two North Korean prisoners of war, saying Kyiv had initially requested confidentiality over the matter.
The National Intelligence Service said the two countries had a shared understanding from the outset that details of the transfer would remain confidential, Yonhap News Agency reported.
Briefing the National Assembly’s intelligence committee, the agency also said the two North Korean soldiers arrived in South Korea in mid-September and were not suffering from any major health problems.
Transfer disclosed at UN General Assembly
The transfer was made public by Ukrainian President Volodymyr Zelenskyy during an address to the UN General Assembly last week.
South Korean President Lee Jae Myung and his office later said Ukraine had violated a nondisclosure agreement intended to protect the soldiers from potential dangers if their transfer became known.
Seoul summons Ukrainian ambassador
A Ukrainian presidential official has reportedly denied that any nondisclosure agreement existed.
South Korea’s Foreign Ministry summoned Ukraine’s ambassador on Monday and expressed strong concern over the denial.
