Azerbaijan is integrating modern urban planning, green energy, digital management, and sustainable infrastructure into its large-scale reconstruction process. Through the "Smart City" and "Smart Village" concepts, the country is forming technology-based and sustainable communities in the Aghdam, Fuzuli, and Khojavand districts. The villages of Bash Garvand and Dovlatyarli are currently serving as the leading models in this field.
Operative Information Center-OMM reports that these remarks were made by Emin Huseynov, the Special Representative of the President of the Republic of Azerbaijan in the Aghdam, Fuzuli, and Khojavand districts. He was speaking at an event titled "Housing at the Center of Recovery and Reconstruction After Crisis," held as part of the 13th Session of the UN World Urban Forum (WUF13).
Huseynov noted that these projects combine renewable energy solutions, high-speed digital connectivity, modern social infrastructure, and environmentally responsible urban planning. "Hybrid energy systems based on solar power and the national grid, as well as bidirectional electric meters, are being implemented in Azerbaijan for the first time. We are also introducing innovative central heating systems that replace hundreds of individual boilers with safer and more energy-efficient solutions. Residents can regulate heat independently and pay only for actual consumption, which significantly reduces energy loss and carbon emissions," he stated. These efforts are aimed not only at restoring cities but also at building resilient, future-ready communities from the very first stages of the return process.
The reconstruction of the liberated territories remains a cornerstone of Azerbaijan's national development strategy. Following the restoration of its territorial integrity, Azerbaijan declared Garabagh and East Zangazur as "Green Energy Zones," prioritizing carbon neutrality and sustainable development. The World Urban Forum, established by the United Nations, serves as the premier global conference on sustainable urbanization, providing a platform for Azerbaijan to showcase its innovative rebuilding model to the international community.
