When is an identity card replaced?
The primary grounds for replacing an identity card include the expiration of its validity period, changes in personal data such as name or surname, loss of the document, damage rendering it unusable, or significant changes in appearance that affect identification. Required documentation varies based on the specific reason for the replacement.
Rules for minors
For citizens under the age of 15, an identity card can be issued upon the application of a legal representative. For citizens between the ages of 15 and 18, the application and representation procedures must be verified in accordance with the current requirements of ASAN Service. The outdated notion that an identity card is only issued at age 15 does not fully reflect current service protocols.
Application steps
- Determine the basis for the replacement.
- Check the list of documents and state fees for that specific basis via ASAN Service.
- Apply to an authorized service point either in person or through a legal representative.
- Track the preparation time and collection details via the receipt.
The processing time and state fee may vary depending on the selected service speed and the basis of the application. Generally, the validity of the identity card is ten years, and it becomes indefinite after the age of 55; specific cases should be verified against current legislation.
Documents required for the initial issuance of an identity card:
- An application form (Annex No. 1 - prepared electronically by a responsible officer of the Ministry of Internal Affairs);
- The citizen's birth certificate;
- A document providing grounds for moving to a residential area (if the citizen is not registered at their place of residence), as specified in Article 2 of the "Regulations on the Application of the Law of the Republic of Azerbaijan on Registration at the Place of Residence and Place of Stay";
- A medical certificate regarding the citizen's blood type, eye color, and height;
- A document confirming payment of the state fee;
- A document confirming the rights of the legal representative (if the application is submitted by an adoptive parent, guardian, or custodian).
For citizens under 15, the issuance or replacement of an identity card is carried out upon the application of their legal representative or a person appointed based on a notarized power of attorney. Fingerprints are not taken for citizens under 15, and a medical certificate regarding eye color and height is not required. The identity card for a citizen under 15 includes a photograph but does not feature their personal signature.
For citizens aged 15 to 18, the application form may be submitted by the individual or their legal representative. In both cases, the application must bear the signature of the citizen aged 15 to 18.
Correction of errors: If an error is identified in the non-changeable data on the identity card or the electronic chip, the card is replaced within one day of submission without a state fee. If an error is found in the changeable data on the electronic chip, the information is updated immediately (within 30 minutes) after the card is submitted to the issuing authority, without a state fee.
State fee amounts
For citizens of the Republic of Azerbaijan who have reached the age of 15:
- Issued or replaced within ten days: 5 AZN
- Issued or replaced within three working days: 50 AZN
- Issued or replaced within one working day: 70 AZN
For citizens of the Republic of Azerbaijan under the age of 15:
- Issued or replaced within ten days: 5 AZN
- Issued or replaced within three working days: 25 AZN
- Issued or replaced within one working day: 30 AZN
For re-issuance due to loss or damage:
- Issued within ten working days: 30 AZN
- Issued within three working days: 70 AZN
- Issued within one working day: 90 AZN
